Most Outstanding Capaseno Award (MOCA)

The Most Outstanding Capaseno Award (MOCA) is an Honor bestowed upon a deserving Capaseno in recognition of his of her outstanding contributions, leadership, initiatives, and honor that have brought recognition to Capas or our fellow Capasenos.

This year’s MOCA isDr. Gennie V. Panguelo. Dr. Gennie is an Aeta professor with a PhD in Teaching and Management who presently teaches at Tarukan Elementary School.

Teacher Gennie first took the LET in 1990. During those times, the Civil service Commission (CSC) was still lenient with professional licenses. However, in 2010, the CSC began issuing warnings to unlicensed educators. At that point, she had already taken the LET a total of Fifteen times.

Teacher Gennie was privileged to receive a Carl Balita Review Center scholarship (CBRC), which paved the way to achieve her lifelong goal-to pass the Elementary LET.

In March 2016 and after 25 failed attempts, she finally passed the licensure exam.

She was given the Carl Balita’s Gawad Agila Award in 2018.

Her life was turned into a movie by Carl Balita Productions film with the title “Maestra”. The film recounted Teacher Gennie’s Life’s ups and downs and highlights her being a para-teacher who is half-Aeta and half-Ilocana who despite odds helped establish a school for the native children of Mt. Pinatubo.

She said in her address to inspiring teachers who have failed the board, “Sa ga Kabataan na tulad kong naghangad na maging titulado, huwag po kayong manghinayang. Kapag bumagsak, bumangon ulit. Kasi hindi lang nakukuha sa isang pagkakataon, kailangan natin ng tunay sa loob, sinseridad, at pagtitiyaga.”
